Why Rural Village Infrastructure Improvement Program? |

Prompt urbanization in Taiwan leads to outflow and ageing of population in rural villages. With less involvement on rural village infrastructure, the charm and attraction no longer exists. To enhance infrastructure quality and quantity, develop existing local cultural characteristics, natural ecology and landscape, Ministry of Interior started promoting community infrastructure improvement program to better the rural village quality and create the beautiful landscape of rural villages in Taiwan. |

Which areas can apply for subsidy? |

Rural village areas outside urban zoning plan and meeting one of the following conditions:
(1) rural village areas with population over 200
(2) indigenous people or offshore island villages with population over 100
(3) rural communities having completed land readjustment; subsidy includes |

Which items are covered in Rural Village Infrastructure Improvement Program subsidy? |

(1) community dirt water and water drainage treatment facilities
(2) dismantling of unused lands, waste houses and buildings
(3) environmental protection and natural conservation
(4) basic information infrastructure
(5) garbage cleaning or resources recycling
(6) sports, leisure or cultural facilities
(7) building squares, parks, green lands
(8) reconstruction of temples and community activity centers
(9) improvement of pedestrian space, alleys and community roads
(10) simple plane parking lots |

What is the proportion of central government subsidy and local government expense? |
 |
In principle, central government subsidy does not cover land acquirement and maintenance. Under Regulations Governing Subsidy from Central Government on Municipalities and Counties (Cities), in levels of local governments, the budget ratio by local government is in 30%. 20% and 10% levels.

What is the program flow? |
 |
This is in bottom-to-top procedures. County (city) governments may propose or community groups of selected areas and communities to be improved may also propose to county (city) governments, who will then determine the priority and submit to us. After the priority is determined, county (city) governments shall prepare triplicate of four-year overall improvement program for annual rural community infrastructure improvement plan to Ministry of Interior for approval. |
