Prompt urbanization in Taiwan leads to outflow and ageing of population in rural villages.  Arrangement and maintenance of pedestrian space, alleys, existing infrastructure and unused vacant lots is unavailable.  We are seeing gradual loss of local culture characteristics, natural ecology and landscape.  The government is planning to have overall planning and improvement on existing infrastructure in rural communities to enhance the quality and better the living environment in the hope to recreate the beautiful landscape of rural villages.
The countryside community environment landscape is disorderly
Improvement of rural village is one of the three major jobs in Rural Village Reconstruction Statue (draft).  Prior to passing by the Legislative Yuan, we follow Taijianzhi #0960043840 Letter on rural village reconstruction program on 22 October 2007 from Executive Yuan to conduct the business.  The duration is from 2008 to 2017 for a total of 10 years.  It is promoted under model program in 2008.  The budget is NTD1,984,800,000.  Annual budget after 2009 will be made in accordance with local government requirements.
		The countryside community facility is obsolete

The scope of infrastructure improvement in rural villages covers: (1) areas with population over 200, (2) indigenous people or offshore island villages with population over 100, (3) rural communities having completed land readjustment; subsidy includes 1. community dirt water and water drainage treatment facilities, 2. dismantling of unused lands, waste houses and buildings, 3. environmental protection and natural conservation, 4. basic information infrastructure, 5. garbage cleaning or resources recycling, 6. sports, leisure or cultural facilities, 7. building squares, parks, green lands, 8. reconstruction of temples and community activity centers, 9. improvement of pedestrian space, alleys and community roads, and 10. improvement of simple land parking lots and existing infrastructure.  The purpose is to upgrade the quality and quantity of rural village infrastructure, develop existing local cultural characteristics, natural ecology and landscape and represent the village charm and attraction.
